'Nigeria Produces Reforms but Development Outcomes Remain Stagnant,' Says Prof. Ebenezer Ejalonibu at 41st Inaugural Lecture

Nigeria’s development journey has remained trapped between ambitious reforms and poor outcomes despite repeated policy interventions across governance, economy, and public institutions, Professor Ebenezer Ejalonibu Lawal said.

Professor Lawal made this known while delivering the 41st Inaugural Lecture of the Federal University Lokoja titled “Paradox and Problems of Development: The Pedestal and Pragmatics of a Political Scientist.”

Lawal argued that although Nigeria has introduced several reforms over the years, many have failed to translate into meaningful national progress.

The Political Science scholar said development goes beyond economic statistics and physical infrastructure.

According to him, true development depends on justice, accountability, inclusion, institutional strength, and political commitment.

He explained that Nigeria’s paradox lies in the gap between policy intentions and implementation. While governments promote transparency, democratic governance, anti corruption measures, and economic liberalisation, weak institutions and elite influence often frustrate expected outcomes.

Professor Lawal noted that several reforms designed to improve governance have produced mixed results. 

He cited privatisation policies that failed to improve efficiency, anti corruption structures weakened by political interests, and monetisation policies that strengthened patronage rather than reducing waste.

He maintained that weak institutions, inconsistent leadership, and policy discontinuity remain major barriers to sustainable development in Nigeria.

In his address,  the Vice Chancellor, Professor Gbenga Solomon Ibileye, described inaugural lectures as an important academic tradition that promotes intellectual engagement and strengthens the university’s contribution to national development.

“Universities must continue to drive intellectual conversations that confront national realities and shape practical solutions,” Professor Ibileye said.

He stated that universities play a critical role in shaping ideas, influencing policy discussions, and providing research based solutions to societal challenges.

The Vice Chancellor commended Professor Lawal for presenting a lecture that addressed pressing national concerns through scholarly reflection and political analysis.

Professor Ibileye said the lecture aligned with the university’s commitment to academic excellence, critical inquiry, and knowledge sharing.

He noted that inaugural lectures provide scholars with the opportunity to share years of research, deepen public understanding of important issues, and contribute to conversations that can influence governance and development.

The Vice Chancellor reaffirmed the institution’s support for scholarship that addresses real societal needs and encourages practical solutions to national problems.

He added that the university would continue to create platforms that promote intellectual discourse and strengthen the relationship between academia and society.
